The concept and need of having an organized training unit, particularly for the officers of the subordinate executive cadre was felt in Kolkata way back in the 1950s, when the Collector of Central Excise instituted a small training unit under charge of a Superintendent of Central Excise to impart Induction Course Training to the Inspectors of Central Excise. This unit started working from the hutment in the 5th floor of the Custom House.
A full-fledged Regional Training Institute was started in 1970. This RTI was situated on the 1st floor of the Indian Institute of Social Welfare and Business Management (IISWBM) building in the vicinity of the Calcutta University and the Presidency College at College Street. The RTI was headed by an officer of the rank of Deputy Collector and he was designated as the Principal of the Academy.
In the 1990, the RTI was shifted to Bamboo Villa at 169, A. J. C. Bose Road, Kolkata in which several other Government Offices including CESTAT, Income Tax, Income Tax Tribunal, Central Excise Commissionerates etc. were also located.
In the 1980s, two plots of land at Plot No. 27 (January’ 1981) & 29 (December’1982), CIT Scheme VIII (M), Bidhannagar Road (Ultadanga), Kolkata-700067 measuring 4769.12 sq. mt. & 2529.45 sq. mt. respectively were purchased on lease from the Calcutta Improvement Trust for construction of the RTI’s own Administrative Building as well as a Hostel to accommodate the trainee officers.
The Administrative Building owned solely by this RTI was constructed by the CPWD and the Administrative and Academic wing of the RTI was shifted to this building in the year of 1997. It was formally inaugurated by Shri G.S. Maingi, the then Director General of NACEN, Faridabad on 20.05.1999. The hostel building comprising 53 rooms, canteen, lounge (near the Administrative Building) was constructed by CPWD and certified fit for occupation in 2006. The hostel was formally inaugurated by Smt. Sunipa Basu, the then Chief Commissioner of Central Excise, Kolkata on 22.07.2006.
This NACIN, Zonal Campus at Kolkata is having its jurisdiction over the State of West Bengal, State of Sikkim and the Union Territory of Andaman & Nicobar Islands.
NACIN ZC Kolkata is conducting trainings of Group B and Group C officers of CBIC under Kolkata Zone and trainings of SGST/ UTGST officers under its jurisdiction.
This Zonal Campus was also entrusted to conduct training on three Core Competence areas of
- Import-Export documents,
- Food Safety Standard of India(FSSAI) &
- Import and export procedures for goods destined and originating from Nepal and Bhutan.
